The issue was considered within the procedure of control over adherence to current legislation.
Particularly, the state of regulatory support of the right of mothers of large families to appointing the title, the issue of lump sum payment to the title, and legislative settlement of equal rights of relatives (heirs) to this payment in case the death of a woman, who was awarded an honorary title were discussed during the meeting.
The information of the Minister of Social Policy Lidiya Drozdova in regard to improvement of regulatory support of the right of mothers of large families to awarding an honorary title of Ukraine “Mother-Heroin” was heard during the meeting.
By results of consideration, the Committee took the decision to establish a working group to coordinate stands of concerned central bodies of executive power, scientific and research institutions and NGOs regarding amendments to the Provision on Honorary Titles of Ukraine, approved by the Decree of the President of Ukraine of 29.06.2001 No. 476. The working group shall also elaborate respective amendments to regulatory legal acts in the part of ensuring implementation of the right of mothers of large families to awarding the title of “Mother-Heroin”, appointing the lump sum payment to the title, and ensuring legislative settlement of equal rights of relatives (heirs) to this payment in case death of a woman, who was awarded an honorary title.
The Committee decided to mandate local bodies of executive power and bodies of local self- government to ensure proper record keeping of women who have the right to be awarded the honorary title of “Mother-Heroin”, increase officials’ responsibility for award document execution and ensure their timely reference to the central bodies of executive power and the Administration of the President of Ukraine.
